A double-walled tank is a tank inside a tank, so a leak in the inner shell is caught by the outer one instead of reaching the ground. For most commercial diesel storage it is either required outright or the sensible default, and it is what we would normally specify.

Either. Tank monitoring reports the level continuously, which means refills are scheduled against real usage rather than a guess, and nobody has to remember to check. For sites where running dry stops work, it is worth having.
